The new two-story administration building at the Veliko Selo WWTP complex is designed with access to a flat roof, featuring a reinforced concrete structural system that is fully integrated with the facility's technological processes. The ground floor houses public areas, health services, a kitchen, a laboratory, and technical rooms, while the upper floor contains administrative offices and the SCADA room. The roof level is designated for HVAC equipment, with the potential for a green roof or an open terrace for employees. The selection of materials, thermal insulation, and energy-efficient facade glazing adheres to modern environmental and construction standards, while interior finishes for floors, walls, and ceilings are tailored to the specific functional requirements of each zone.

Concept

The architectural concept consciously moves away from the typical cubic form associated with administrative buildings, introducing a principle of horizontal stratification. Instead of a monolithic mass, the building is shaped through a layered structure whose horizontal bands create a dynamic, visually compelling composition. Some layers are partially glazed to provide an abundance of natural light in the interior, while others are clad in perforated panels that serve as protection against overheating. This alternation of transparent and filtering surfaces, combined with an interplay of smooth and textured materials, adds depth and rhythm to the facade. Although the design is in the spirit of modern architecture—characterized by clean lines and a simple aesthetic—the direct inspiration was found in nature, with the facade visually evoking thin layers of rock stacked upon one another, symbolizing stability, harmony, and a strong connection to the environment.
